There are many approaches that are used to instruct LEP students. Transitional bilingual education (TBE), which is currently incorporated in the NJ school systems, is geared to move LEP students into monolingual classes within two or three years. Programs such as this instruct studentsâ⬠in their native language in the same academic level as their monolingual peers. After appropriate English proficiency level is achieved the LEP studentsâ⬠are able to transfer skills to function successfully in a monolingual class. At the same time studentsâ⬠are also enrolled in classes that teach them English as a second language (ESL) (CQ Researcher, 1996). Bilingual proponents who prefer the developmental bilingual education (DBE) believe that the transitional approach defeats the whole purpose of bilingual education, because it doesnâ⬠t maintain a studentâ⬠s native language. The critics prefer DBE because it is designed to teach both the studentsâ⬠native language and English. Using this approach the student is able to enhance his or her skills in their native language and also be able to learn English up until sixth grade. ââ¬Å"The idea, they say, is to teach additive bilingualism, which makes students fluent in two languages while making them more nimble learnersâ⬠(CQ Researchers, 1996). According to the article, ââ¬Å"Teaching English to Non-English Speakers offers a Wide Range of Techniquesâ⬠in the CQ Researchers (1996), the most sophisticated developmental approach is called two-way bilingual education. This approach mixes non-English speaking students with roughly an equal number of English speakers in the same classroom. Students are taught in one language in the morning and the other language in the afternoon. This approach gears to make both sets of students bilingual at levels of fluency that allow each to advance in language as well as in other subjects. Such programs are rare, but where they exist, and where they have well trained bilingual teachers (teachers fluent in both languages and who use interactive or group-learning techniques), most researchers and observers say that students perform better at every energy level of learning than their peers, no matter what kind of instruction the non-two-way students receive (CQ Researchers, 1996). Immersion education is another kind of teaching approach to bilingual education. In these classes, known as special alternative instructional programs, the most popular being structured immersion ââ¬â students learn their second language from instructors who teach them subject matter presented in the new language. While immersion is based on instruction in the studentâ⬠s second language, it is not what they call ââ¬Å"sink-or-swimâ⬠. ââ¬Å"Sink-or-swimâ⬠is when the teacher offers no extra help in learning the new language. The United States Supreme Court, in Lau v. Nichols(1974), declared that not offering extra help was a violation of federal civil rights law (CQ Researchers, 1996). The St.Lambert French immersion program was inaugurated in 1965 in Canada. It was designed to provide proficiency in both aspects of the French language, to promote English proficiency, to ensure an appropriate developmental level of achievement in academic subjects, and to have the students understand and appreciate the French Canadian without taking away from the studentsâ⬠identity for the English Canadian culture. These goals were shared by most of the immersion programs in Canada (cited in Paulston, 1988). The final approach is called alternate immersion, also known as sheltered English or sheltered subject-matter instruction. In sheltered classes children learn their second language first by studying subjects. My aunt, Odainy Tansey, who teaches in a bilingual school in Passaic New Jersey, says that the school board is attempting to introduce sheltered English into the classroom. She stated that sheltered English is not going to be a good approach in introducing a new language to foreign students. The language learning situation contains the necessary ingredients for second-language learning. There are three major components: (1) learners that realize that they need that target language (TL) and are motivated to make that move to learn English; (2) instructors who know the target language well enough to provide the learning tools needed to be able to learn English; and (3) a learning environment that allows both the students and the instructors together to be able to put the learning process to work. All three components are crucial in the learning process of a language. Although there are many different approaches, these three major steps are important. The three learning processes can be described as (1) social, (2) linguistic, and (3) cognitive (cited by Bialystok, 1991, 52). There are many questions concerning bilingual studies. For those whose families speak only Spanish, ââ¬Å"it provides an inconsistent and not terribly successful process of remediationâ⬠(Kozol, 1985). For many of the most successful English-speaking students, on the other hand, foreign language study is a sign of excellence, preeminence, and academic promise. The law declares that classes conducted exclusively in English are ââ¬Å"inadequateâ⬠for the education of children whose native tongue is another language and that bilingual education programs are necessary ââ¬Å"to ensure equal educational opportunity to every childâ⬠(Pialorsi, 1974). Massachusetts became the first state to require and provide bilingual programs for children whose first language is not English. Soon after New York, California, Illinois, and Texas had laws permitting local school districts to provide bilingual education (Pialorsi, 1974). Although bilingual education still does exist in many states. Florida has completely done away with it, and California is in the process of also getting rid of bilingual education. The ballot initiative, Proposition 227, will soon end bilingual education in California public schools. Bilingual education was fully designed to involve immigrant parents in the education of their kids or to meet the needs of a sudden influx of refugees. Under this new ballot, children will receive no more than one year in English instruction of what is called sheltered English. Though the sheltered method is untested as a means of moving large numbers of kids into the mainstream classes, it is now the law (The New Republic, 1998). Proposition 227 was written by Ron Unz, a Republican multimillionaire from Silicon Valley, he got the idea from a group of Mexican-American parents. Most of the parents thought that the bilingual education system was holding their children back. Polls taken before Tuesdayâ⬠s election indicated that anywhere ââ¬Å"between 30 and 60 percent of Latino voters on California approved of the measure (The New Republic, 1998). Latinos agreed with this ballot as opposed to Proposition 187, where they took it as a form of immigrant bashing. In a monograph published by the New Jersey Teachers of English to Speakers of Other Languages-Bilingual Education (NJTESOL-BE), Professor Collier shares some of her less publicized insights. ââ¬Å"We must encourage language-minority parents to speak the first language at home, not to speak Englishâ⬠¦to deny a child the only means of communicating with his parentsâ⬠¦is tantamount to physical violence to that studentâ⬠(Amselle, 1996). Bilingual Education can be a rewarding experience if instructed by the right people in the right manner. Sheltered English seems to be a terrible way to introduce English to a non-English speaker. The student will not be able to learn the language correctly and will not be able to get their correct thoughts across. Learning just pieces of a language is not good enough. That is just like going to a country that does not speak English as a first language with only one year of practice in that language. It will be difficult to ask where the bathroom is let alone take a test in that language. The only way for Bilingual Education to work is if they use the two-way bilingual education. This approach will allow both non-English speaking and English speaking students to learn each othersâ⬠language. This approach will not make either student feel inferior to one another. Every child has their own style of learning and no matter what you are teaching there will always be one or two students that need special attention. But when I do come back, just for a little, I want this town to feel small. Small compared to the places I have been and the things I have seen and the people I have met, who are very much different from the people in this town. With every new adventure I embark on, I want this town to shrink. I want it to shrink and shrink and shrink until it is so small that I can pick it up and put it in my pocket and keep it as a memory of what used to be. Voyage of the Beagle essays Charles Darwin was born on February 12, 1809, in Shrewsbury, England and died at the Down House in Kent on April 19, 1882. Darwin spent his childhood playing at The Mount, the Darwin house. Charles was taught at home by his sister Caroline until he was eight years old. After leaving his sister he spent a year at a day school and transferred to a boarding school, the Shrewsbury School, only a mile away from The Mount. There Charles would go to work until age sixteen, when his father sent him to the University of Edinburgh to learn and work with medicine. Darwin spent a lot of time working and collecting, hunting, and naturalizing instead of utilizing and learning medicine. It was there that he first learned to study and collect beetles. After two years, it was obvious that Darwin did not want to become a doctor, so with the help of his father, Darwin transferred to the University of Cambridge to study for the clergy of the Anglican Church. At the Church he became friends with the old er botanist John Henslow. In no time at all, he was a regular visitor at Henslow's house, rubbing shoulders with fellow undergraduates and more senior members of the university's scientific community, including the Reverend Professors Adam Sedgwick and William Whewell. Darwin attended Henslow's field trips attentively, and was soon taking long, almost daily walks with his tutor. After graduating, in 1831, Darwin was offered a position on board the HMS Beagle, a ship that was mapping the coast of South America on a two or three year voyage around the world. He eagerly accepted the opportunity and spent the next five years on board, taking copious notes and sending thousands of samples and specimens back to Henslow in England for safe- keeping. The Ins and Outs of the Madreporite The madreporite is an essential part of the circulation system in echinoderms. Through this plate, which is also called a sieve plate, the echinoderm draws in seawater and expels water to fuel its vascular system. The madreporite functions like a trap door through which water can move in and out in a controlled manner. Composition of the Madreporite The name of this structure came from its resemblance to a genus of stony corals called madrepora. These corals have grooves and many small pores. The madreporite is made of calcium carbonate and is covered in pores. It also looks grooved like some stony corals.à Function of the Madreporite Echinoderms dont have a circulatory system of blood. Instead, they rely on water for theirà circulatory system, which is called a water vascular system. But the water doesnt flow freely in and out - it flows in and out through a valve, which is the madreporite. While water can enter a sea stars body through other pores, the madreporite plays an important part in maintaining the osmotic pressure needed to maintain the sea stars body structure. Playgrounds of Harlem Narrative is a form of writing used by writers to convey their experiences to an audience. James Baldwin is a renowned author for bringing his experience to literature. He grew up Harlem in the 1940ââ¬â¢s and 1950ââ¬â¢s, a crucial point in history for America due to the escalading conflict between people of different races marked by the race riots of Harlem and Detroit. This environment that Baldwin grew up in inspires and influences him to write the narrative ââ¬Å"Notes of a Native Son,â⬠which is based on his experience with racism and the Jim-Crow Laws. The narrative is about his father and his influence on Baldwinââ¬â¢s life, which he analyzes and compares to his own experiences. When Baldwin comes into contact with the harshness of America, he realizes the problems and conflicts he runs into are the same his father faced, and that they will have the same affect on him as they did his father. Baldwinââ¬â¢s father died a broken and ruined man on July 29th, 1943. This only paralleled the chaos occurring around him at the time, such as the race riots of Detroit and Harlem which Baldwin describes to be as ââ¬Å"spoils of injustice, anarchy, discontent, and hatred.â⬠(63) His father was born in New Orleans, the first generation of ââ¬Å"free menâ⬠in a land where ââ¬Å"opportunities, real and fancied, are thicker than anywhere else.â⬠(63) Although free from slavery, African-Americans still faced the hardships of racism and were still oppressed from any opportunities, which is a factor that led Baldwinââ¬â¢s father to going mad and eventually being committed. Baldwin would also later learn how ââ¬Å"â⬠¦white people would do anything to keep a Negro down.â⬠(68) For a preacher, there was little trust and faith his father ... ...his father had acted the way he did, which caused him to be committed. He was facing the same experiences and the same side-effects his father once felt. However, faced with this dilemma between acceptance and equal power, Baldwin looks to the only man he can trust to help him, his father. He trusts his father because he knows that his father went through the same dilemma he is going through, he has seen the same affects in his fatherââ¬â¢s rage and hate. However, his father already passed away, and what help that could have been gathered from his father is gone; Baldwin can only piece together his memories of his fatherââ¬â¢s character and life and compare it to his own to see how the two are really alike. Birmingham International Airport Essay
In the space of just 30 minutes every weekday, around 5.00 in the evening, around 20 flights arrive and depart from the Eurohub Terminal. At the same time, aircraft are arriving and leaving from the Main Terminal next to the Eurohub. Across the runway and acres of tarmac, at the site of the original airport, the overnight freight operation is just beginning to wake up with the arrival of staff and the preparations for the first aircraft from Europe or the United States. Some of the 7,000 staff from the 150 organisations based at Birmingham International Airport (BIA) see to the needs of their customers. The baggage handling operation is sorting, checking and dispatching bags to the many departing aircraft. The ground crews are loading and unloading aircraft, putting meals on board, filling the fuel tanks and cleaning aircraft during their brief spell at the airbridge. The airlinesââ¬â¢ ticketing staffs are dealing with lines of passengers, each of whom may have a different final destination. The information desk is fully staffed, dealing with the many queries, such as people wanting to know if their plane is on time, the location of a bank or hotel, or trying to work out how to get by road or rail to their final destination. Passengers flow through the lounges, passport control and security checks, and use toilets, duty free shops and restaurants, all of which have to be kept clean and stocked for their convenience. All of these activities, and more, are coordinated by BIAââ¬â¢s Operations Director, Richard Heard. Richard explains his role: ââ¬ËOut of all the people that work at the airport, BIA employs about 700 and I oversee about 600 of them. These operations people are basically concerned with the day-to-day running of the airport and the short and medium-term operational planning. This includes a whole raft of things on the airfield and in and around the terminals. The air-field side of things essentially involves maintaining the runways, agreeing slot allocations with the airlines, developing and implementing the safety management systems andà keeping the fire crews fully trained. For example, this is a heavily regulated area so we work very closely with the Civil Aviation Authority. The other side of the operation is about managing the terminal buildings and other facilities. This is almost like running a shopping centre with its focus on customer service but with special security arrangements. Airport security is a key task which we run in-house, employing about 300 people. I also have a facilities manageme nt team and an engineering services team that look after the maintenance of the whole site. ââ¬ËIn terms of long-term design and development, we set up teams to oversee the planning of new building projects, such as new catering outlets, car parks and people mover systems. This plan uses the forecasts of passenger numbers and guides our decisions about what to build and when, and how to pay for it. We have been growing at a rate of about 10 per cent a year over the last 10 years. In 2000 the airport handled 7.6 million passengers and our growth is set to continue, with an anticipated 10 million passengers expected to travel through Birmingham by 2005. This plan involves serious money; we are talking about a capital plan of about à £50 million a year over the next 15 years. This is all very much driven by operational needs. Managing and developing the airportââ¬â¢s operations are huge challenges. ââ¬ËOne of the major tasks for operations is not just to provide the infrastructure for all the other organisations on site ââ¬â such as airlines, handling agents, retailers, cargo handlers ââ¬â but also to provide the leadership and coordination for them. There are also groups off site, such as community groups, which we liaise with as we work to monitor and improve the environment. My personal job is about coordination and setting the safety and customer service standards for everyone to adhere to. ââ¬ËAll of us from the different organisations try to work together as a team and there is a great community spirit here that has built up over the years. Everyone wants their own bit to work well and the whole thing to work well together. We all have a great understanding of everyoneââ¬â¢s problems and there is an excellent spirit of cooperation. ââ¬ËThe real secret of managing operations, if you are ever going to sleep at night, is to make sure you have really good processes and procedures in place. We canââ¬â¢t have people making it up on the spot. Everything has to be thought through and tried and tested. We spend a great deal of time reviewing and developing processes. We have to have procedures for fires, evacuations, bomb threats, ill passengers and even deaths in the terminal. Unfortunately, we do have medical emergencies, not surprising since we have about 30,000 people passing through the airport every day in the summer. ââ¬ËAnother key task is operational planning. We do this on an annual basis. Operational planning is about making the operation as efficient as possible by working out how we can best allocate our infrastructure to the airlines. For example, we need to decide who is going to get the airbridges, who is going to get certain stands, who is going to have their passengers bussed to the terminal at peak times and so on. However, you have to remember that the operational plans are just that and as ever, things go wrong ââ¬â schedules fall apart because of plane delays or mechanical problems, for example. So we also have terminal duty managers whose job it is to sort out the day-to-day operational problems. Our team of terminal managers covers the airport 24 hours a day, every day of the week, with one senior manager overseeing each shift. ââ¬ËMany of the things that happen are recurring problems, such as delays or diversions and you know you will end up with a lot of passengers waiting around a lot longer than they want to. The job of the duty manager is to coordinate all our efforts, ensuring that the catering people know whatââ¬â¢s happening and making sure our information services people know so they can tell the passengers, for example. The terminal managers need to keep their own ears and eyes open. Passengers may report that they have seen someone acting suspiciously and the managers need to know what to do. When passengers get off the plane and their bags are not there, although itââ¬â¢s the responsibility of the airlines or their handling agents, our people may have to pick up the pieces. When people try taking prohibited items through security, such as a family heirloom with a large curved blade, we have to explain patiently to them that they have to leave it with us. ââ¬Ë The terminal managers also have to deal with major incidents ââ¬â things like bomb threats or, like last year, when Spanish coach drivers went on strike leaving many passengers stranded at the airport. The job of the terminal manager is to sort it all out and make sure everyone knows what is happening. It involves a great deal of common sense but it is not easy. If you do an evacuation, for example, everyone will be at different stages in the passenger processing and security clearance procedures, so when the incident is over, we have to try and put them all back where they came from without mixing them up or making them start the process again! ââ¬ËWe have the equivalent of the terminal duty managers looking after the airfield side: operations duty managers. Their job is about dealing with the day-to-day problems, such as changing stand allocations when delays occur or arranging snow clearance if we have a sudden fall. Again plans are in place and everything has to be thought through. We also have weekly communication meetings when we get the operations and duty managers to work with the operational planning department. ââ¬ËOur mission is to be the best regional airport in Europe. To do this we need continually to try and improve everything we do. It sounds simple, but it is not easy. For example, we have almost no capacity at peak times, that is between 7.00 a.m. and 8.00 a.m. and between 5.00 p.m. and 6.00 p.m. when we are busy with short-haul European traffic, so we are trying to encourage other airlines to fill in the off-peak times. This is ideal for long-haul operators and we now have flights to South East Asia and America, and just last year we added an Emirates flight to Dubai. This allows us to use the middle of the day when we have runway and terminal capacity and it suits everybody as we can all make better use of our facilities. ââ¬ËRunning an airport is a fascinating and exciting challenge. No two days are the same. We know that we can make a real difference to our customers, both passengers and airlines, by what we do. We also make a major contribution to the impact on the local economy by encouraging inward investment and exports. As an operations manager, my job is to make it all happen. Itââ¬â¢s aà fantastic opportunity and it really does make a difference ââ¬â its great!ââ¬â¢ Long-term issues are mostly derived from day-to-day tasks which are not addressed properly and get accumulated into a bigger problem. For example, the recurring delays and arranging for snow clearance are common problems, operations duty managers must have a good plan in place so everything is thought through and covered ââ¬â avoiding any unanticipated events. Richard is able to handle this through weekly communication meetings where the operations and duty managers work work with the operational planning department. It is through interaction and communication that allows Richard to have a better overview of what is currently happening so long-term plan can be thought off. Another example, the airport is trying to encourage other airlines to fill in their off-peak times to fully utilize their resources. This is also a day-to-day observation where a long-term plan is being drawn out. It is apparent that Richard is able to oversee the day-to-day tasks and manage long-term issues through communication and proper operational planning. It is with planning, he is able to anticipate what could go wrong before it could happen or becomes a big issue. Through operational planning the airport is able to make a major contribution to the impact on the local economy by encouraging inward investment and exports.
